I.        SUMMARY

The TRADEWIND OTA Enterprise Office, in conjunction with the Joint Artificial Intelligence Center (JAIC), is hosting a competitive process to develop artificial intelligence (AI) object detection, classification, and tracking algorithms applicable to near-real time processing of sensor images.

II.      INTENT

The JAIC seeks to enter into Other Transaction Authority (OTA) agreement(s) with academic and industry partners whose solutions are favorably evaluated. As such, this opportunity is considered competitive, and solutions will be evaluated independently of one another for merit.

III.    PROBLEM DESCRIPTION

Due to the large amount of data generated by the sensor, human analysis of data is impractical and not timely enough to meet mission needs.

IV.    TECHNICAL CAPABILITIES PURSUED

TRADEWIND is seeking to fund a competition of multiple vendors, or teams of vendors, in the development of AI/ML algorithms to detect, classify, and track objects from the imagery collected by a sensor in near-real time to:

  • Identify Objects of Interest (OOI) at rest
  • Identify Objects of Interest (OOI) in a state of motion
  • Identify Motion Indication for all objects in the FOV.

TRADEWIND envisions an agile development effort and after each sprint the algorithms developed will undergo test and evaluation (T&E) at AFRL’s COMPASE Center.

V.      REGISTRATION

  • Only US owned companies are eligible for this program. A contract will specify that only US citizens will be eligible to work this effort.
  • In order to be considered, you must currently meet CONTROLLED UNCLASSIFIED INFORMATION (CUI)/CONTROLLED TECHNICAL INFORMATION (CTI) Federal and DoD safeguarding and protection standards to apply. Must currently be compliant with Executive Order (EO) 13556; 32 Code of Federal Regulations (CFR) Part 2002; National Institute of Standards and Technology (NIST) Special Publication (SP) 800-171 as amended; Defense Federal Acquisition Regulation (DFARS) Clause 252.204-7012 as amended; and Department of Defense Instruction (DoDI) 5200.48 Controlled Unclassified Information as amended.
  • Through email (dd2345@tradewindai.com), provide a completed/approved DD Form 2345, certifying your company meets the above CUI/CTI standards, in order to receive the additional Technical Capabilities ANNEX. Upon government acceptance of your DD 2345, the STEEL VULTURE announcement (request for White Papers) will be released to the respective company(s).
